We get constantly bombarded with political arguments on this topic but I hardly ever see any scientific studies on the subject.
What are the academic arguments for/against net neutrality? I am primarily looking for papers that study the impacts of NN on consumer welfare (by game theoretic methods or whatever) and whether or not NN should be implemented/rejected as policy.
Of the small amount of literature I can find on the topic, it seems like most advise against it. This is true for most of the economic/electrical engineering literature I can find.
