You literally cut 17 heads each time, giving you a net average loss of 15 heads. When 10 heads remain, you cut them all (that counts as 17), and the dragon can't grow shit back according to its rules.

Before doing a cut the number of heads is always equal to 1 modulo 3.

The knight can win by cutting 20 heads off 5 times. As long as he chooses the original 100 heads the 70 new heads will all be completely different so it isn't the same dragon anymore and the original one is defeated.

Alternatively he should cut 15 heads (net +9) infinitely many times, then 17 heads (net -15) infinitely many times. Ultimately the dragon gains and loses infinitely many heads but it loses more than it gains so must end up headless eventually.
