Put the asteroids in nets then tether them. A bigger issue is how you are going to get them close enough together that you can use a reasonably sized tether.

So you want to tether them against some amount of force moving them apart? How much force do you anticipate?
Maybe Google "Gemini Tether Experiment" for inspiration. They had a hard time getting the tether to remain taut -- the spacecraft tended to recoil towards each other

Deflect them with propulsion. Direct them to the Lagrangian Points L4 or L5 of a given planet.
They will stabilize, moving along with L4 or L5 points.
They will stick to the L4 or L5 becoming Trojan Asteroids.

Depends on what you mean by "tether".
Binary asteroids exist, tethered together by gravity. You could theoretically make an artificial binary, although it wouldn't be easy.
In terms of physical tethers, that's basically a space elevator lite. And it turns out it's relatively easy: all you need is several-kilometer kevlar rope anchored on the two members of a tidally-locked binary.
There have been suggestions about making such a "bridge" between Pluto and Charon.
