That is not thge sort of people that concern me at all.
I worry about highly destructive tech getting into the hands of somebody like the Tamil Tigers, the IRA, Al Qaeda, ISIS, the KKK -- groups with a grievance and no real system in place to hold the accountable.
Though we may be in the last days of effective nuclear deterrence, nonetheless we have had great success keeping the spread of the tech fairly slow, and using MAD to unsure it is not used. But there is no obvious target for a retaliatory strike on Al Qaeda or Boko Haram
Technology is without a doubt harmful.
The more difficult question is how could a traditionally understood state reject technology and not be consumed by other technology-embracing states.
