Kinda. It's the speed of information, which puts limits on when we can know that photons were ever emitted from objects. Special relativity just says the information speed limit is the same for all observers in the universe no matter what. Without relativistic effects, you could have paradoxes where information could reach places before it should.

The speed of light is not the speed of existence because even light slows down depending on what substance it goes through, It is not a set speed and has been proven not to be even in a non vacuum environment. Light is actually no different that illumination, AKA it doesn't exist. Saying that light does something or is something is like saying a shadow is something that does something. It is two sides of the same coin and dielectricity and magnetism are what drive it (most likely). You can say whatever about the other 3 forces of physics, but at it's heart even atoms have magnetic fields.

How do you think a lightbulb works? ELECTRICITY which is in a WAVEFORM is looped in a circuit and a coiled wire inside a sealed chamber. If that's all it is then where does the light come from? The pinching of those electric waveforms in the wire heat it up, but in the process it passes off these waves to the surrounding area and you get illumination.

Magnetism is the "container" of the dielectric plane which is a coaxial circuit of (electricity, strings, quantum gooze or whatever the fuck they're calling it now, ether?) we don't know basically. It is not an electric field, moving the field of a magnet is what induces electricity to flow.
