because any flow of electrons out of the negative terminal would build up a voltage potential on the other terminal. It's only a +12v potential though so it's not nearly enough to pull electrons out of the air at any reasonable rate.

The only time I've ever been shocked from a battery is when licking a D battery, and then it's by licking both ends. What you experience while licking a AA is probably battery acid.
