The reason they say it controls the weather is because they say it microwaves a huge part of the atmosphere. I think this is suppose to make the atmosphere expand upwards. Just a note, exact opposite of HAARP is a giant hole in the ozone layer. It's possible it's changing the shape of the atmosphere causing all the O-Zone to collect over HAARP and move away from the side of the planet opposite of HAARP, which happens to be Australia.

I'm not even going to pretend any of this is true as I don't know anything about the science, but this is the conspiracy theory taht's being floated around. Can we get an open minded smart person in here to say weather any part of this is even remotly theoretically possible?

What was once advanced technology is now mundane. After taking a two semester undergraduate course in modern physics it was obvious that weather control is feasible. I think chemtrails are particles that absorb ata specific wavelength and then they transmit that frequency from a geographically extended array of antennae to steer the chemtrail doped air. If they admitted this there would be abig problem though because the people where the rain would have gone will have a pretty decent complaint against the people where the rain did end up going.
