I don't care enough to do this for more than while I'm pooping right now but here are some clues.
Number spread is from 20-39, assuming they left out 7 letters from the alphabet (q,j,z,x,w, etc) it would be easy to find the code. Try A for 20 going forward.
If not then look for double letters, for example '30' appears 3 times in a row at one point, indicating either that two numbers together make one letter or there is no symbol for a space. Double letters are helpful because you can quickly find matches for e's and L's

At first sight looks like ASCII. The 20's are spaces. The rest of the numbers are the numbers of the characters that represents the ten digits. 30 is zero, 31 one, up to 39.
After that, try replacing numbers with letters
