allegedly you cant feel gammas from a reactor; if i stand out in the sun ill feel my face tingle as it burns and i assume thats photons interacting with my skin cells? if i get blasted in the face by gammas why wouldnt i feel it?

Yes, in the case of the image, it is an interstitial, low dose rate radiotherapy modality for the treatment of prostate cancer.
Other applications of brachytherapy (which include both low dose rate [LDR] and high dose rate [HDR] variants), include the treatment of breast, skin, lung, liver, GYN, and other varieties of cancer.
It can also be used intravascularly, to minimize restinosis following angioplasty, stent insertion, etc.

Before the development of traceable standards for patient dose, many oncologists would determine if they delivered enough dose to their patients based on the presence of erythema (which you can think of as somewhat analogous to sunburn).
But sunburn is caused by light in the UV range, which is minimally penetrative, whereas gammas and x-rays can penetrate much further based on their energy.
And it's not accurate to say that you feel the photons interacting with your skin cells in the case of sunburn, you're experiencing your body's biological reaction to it, which includes increased bloodflow, and irritation. Similarly, in the case of overexposure to ionizing radiation, you feel the body's effects following the interactions, not the ionization itself (which can include erythema, and all the associated symptoms of radiation sickness).

What do you think about the French fuck-up on its EPR, in Flamanville? They identified major defects in its tank but are still planning to launch it no matter what.
Is it that serious? They said it's more prone to break. A tank-breaking scenario has never been planned before.

From what I've seen, there was excessive carbon carbon build-up in certain portions of the heads and bottom caps of the reactor pressure vessel, caused by carbon segregation during the forging process.
I don't know the extent of the safety risk exactly, because I don't know how much the material properties (toughness, ductility, strength, etc.) have changed.
I can't say with accuracy what type of risk using the defective vessel pieces would add, but a rupture of the pressure vessel would obviously be a catastrophic failure.
