We kinda already have a vaccine.

Its called prep.

It's literally the same medication you give to HIV positive people.

So like you take the medication for 2 weeks so its in your system. You could then literally inject HIV into your blood and since you have the medication in your system the HIV isn't going to stick around long enough to replicate. You then keep taking the medication for another 2 weeks and you won't have HIV.

The CDC's current stance on the issue is "prevention as treatment."

We can now test accurately in as little as a few weeks after exposure, and we have medications that can prevent you from acquiring the disease. If we can identify all current infections, and prevent any new ones, eventually the disease will die out with the last patient and we will have rid the world of HIV without ever having cured it.
