Last I've heard they can't pay western academics enough to stay. What's the point of pouring billions into a university when 90% of your K-12 education consists of memorizing the Koran?

There is one simple question you have to ask whenever you consider a university:
>Is it in Western Europe, the US, Canada or Japan?
Then you'll get your answer. Everything else is garbage.
Honorable mentions are Eastern/Northern Europe. You won't get very far unless you're exceptional yourself though(and then you move onto the first tier).

I went to a top US school for my graduate and there were many Iranians in the faculty. They mostly do their undergrads in Iran and then leave to Europe/US. The woman who won the Fields Medal a few years ago for instance did her BS at Sharif University of Technology.
