In typography, the use of whitespace is considered very important as it gives readers cues for grouping information, time to pause and reflect, etc... It also makes the content more readable from a physiological perspective and there's a whole bunch of theory surrounding the aesthetics of information presentation that's involved.

It comes from the way physical books are printed, numerous pages are printed on single sheet of paper which is then cut and folded, when number of pages you want to print is less than number of pages that can be printed on single sheet blank pages are left for convenience of manufacturing, "page intentionally left blank" is printed so that brainlets like you don't think there's something wrong with their book and some pages are missing
