Not sure where the quote's from, but I assume it's talking about how tons of science is just theoretical stuff that builds on theoretical stuff, building layers upon layers until at least half of it is proven wrong by actual experiments. Without the experiments you just get bullshit on top of bullshit, gradually getting further away from practical reality.

What tools do they use to do modern experiments? You can't confirm the existence of the Higgs boson with an Erlenmeyer flask. But they've been theorizing about it for tens of years, and would continue to theorize about it for far longer even if unproven; engineers built the LHC and allowed the scientists to actually check their theories against practical reality.

Without stuff like that, people would be taking string theory seriously.
