Actually our definition of "human" and "intelligence" is based purely in our living since we exist. Intelligence is not well-defined, and it needs a reference to something. You can say that a living being is "intelligent" seeing it behavior and what does it does to it's environment. We humans dominate our planet just because of this, we fucked around everything and transformed a green and blue ball of tird in a giant ball of concrete and human made energy.

Consider that brain dimension isn't everything, even in humans it varies considerably, and some animals even have a bigger one than ours.

Yes. As long as the mass of there "brain" organ is roughly equivalent to the ratio of brain to body size as it is in humans. Also, On higher gravity worlds it is almost guaranteed that human-level-intelligence equipped creatures would be smaller (albiet more densely muscled). On lower grav worlds they could be larger than humans as well.
