Get 6,000,000,000 humans (we'll call these the plebs) to charge at them.

The other 1,000,000,000 (we'll call these the patricians) will burn as much grass as they can, then collect the remains of the plebs and make weapons from the carcasses. Then stage a 2nd wave of attacks with bone spears and meat shields. By this point the cows should be hungry and tired from killing, and they are herbivores so they can't eat the humans for food, and the grass was destroyed earlier so they can't eat that either. 150,000,000 cows will easily feed 1,000,000,000 humans so the patricians will simply aim to kill that much, retreat with the dead cows and consume them to replenish their strength, rinse and repeat. Till there is a small population of 100,000,000 cows left over, at this point it's best to keep the rest of the cows in captivity to be bred to ensure survival of the human race.
