How much further advanced would we be if any and all human experimentation was legal? For example what if it was allowed for experimentation to be done on prisoners? Or why not just allow voluntary experimentation in exchange for payment?

Imagine the greater understanding we would have.

Additionally there have been multiple scandals involving bug pharma doing experiments on humans in slums. It is plausible these were not informed agreements.

Such experiments can cut time to market and importantly avoid false negatives. It is known that many kinds of chemicals will kill animals but not humans (like chocolate being lethal to dogs) which means that it is plausible some medical tests were terminated because they killed (all) test animals but would have been beneficial and non lethal to humans.

Yet if you do find such new medicine the paper trail would not hold up to inspection.
