Communism fails because a central government can never set prices the way they reflect the allocation of scarce resources with alternative uses within a market economy. In socialist markets, where capital is controlled by the workers, labour is where value comes from. Capitalism allows people to earn money from other people's capital, the incentive isn't to work hard, the incentive is to profit off of the hard work of others, the wageslaves consent to this because they know no other options to feed themselves.
Socialist markets have hard work to provide excellent goods and services as the only possible incentive.
