if so then it's been done IRL, for example in cybernetic attacks where knowing the algorithm and the seed means you know every other random number that was generated from that original seed onwards

A PRNG is a function and as we all know total functions take every element from the domain (the seed domain) and map it to an element of the codomain, which is the encrypted output
