Underwater cities are generally a dumb idea. There's reasons to put a research outpost underwater, but a city would gain nothing from it.

Cities hold a lot of people doing many different things. Only a tiny fraction of those people would actually benefit from being underwater. However, keeping people alive underwater is difficult and expensive, and the gain from the few people who actually do benefit isn't nearly enough to compensate.
