So, the hypothesis is that there used to be dark matter, but then it turned into black holes? Ok. I don't think it explains the rotation curves of galaxies nor gravitational lensing from galaxy collisions like the Bullet Cluster (but I'm not an expert).

No, the dark matter is still there, It's just buried inside the black holes now. Black holes aren't completely made up of dark matter, regular matter is there as well.
How could this be? The dark matter would cancel out the regular matter right?
Remember, the laws of physics break down when we're talking about things like black holes. Theoretically, it's very possible that this hypothesis could be true. However with our current level of understanding. It would be impossible to prove, or disprove.
