No, literally the first lesson in computer science you are taught is that data is useless without some interpretation. It's just entropy. I could call this the sequence of numbers 1, 2, 3 under an arbitrary encoding. There, done. All we know is that it is supposed to be a "number sequence". Either more examples need to be provided, or more context needs to be provided.

As a demonstration of this, have you ever heard of a 1-time pad? It's cryptographically secure if only used once. This is the same deal. Without more information, anything can be attributed to this.
