Probably not, your combination of NEET traits is a result of your environment + genetics, none of which you could have done anything about. That doesn't mean you have no willpower to move past your laziness and it certainly doesn't remove the moral responsibility you have of not disappointing your parents that went through hell to raise you and give you a decent life.
So yes, your personality is determined genetically and in your early life by your perceptions, but that doesn't mean you cannot overcome certain tendencies of your personality. Certain traits are more malleable than others. I can't stop fapping to tranny porn, but I can convince myself to study even though I'd rather play vidya.
