It's a conserved quantity that follows from either linear momentum being conserved, or it's the conserved charge with respect to rotational symmetry.
when something go straight it go straight forever - linier momentumum
when something go at an angle it go at an angle forever - angler momentum
Think of a ball being thrown, it goes in a parabola (linear momentum)
Think of that ball spinning while being thrown, it's centre of gravity moves along the same parabola. But any point measured from the centre will have a different velocity at different points in time (moving down, up, any direction).
The absolute momentum of a point on the ball is the summation of linear and angular velocities

Also, momentum is mass x velocity. Think of a record player, the record spins at the same angular velocity "w" (44rpm) but different points will be moving at different speeds (w*radius) which is known as tangential velocity.
To maintain an angular velocity there needs to be a proportional tangential and "normal" (normal to tangent) that allows for both moving forward and "inward".
Think of the same record player with angular velocity (and corresponding tangential-normal velocities), then throw it out of your window.
Now you've got the record with angular velocity relative to table, added with relative to the ground as well as linear velocity about the centre of mass of the whole system.
