Just floating an idea out there. It could be because small feat are neotenous. Many feminine features that are typically found attractive are primarily neotenous, such large eyes, a small nose, rounder less pronounced facial structure. Perhaps this relationship between men being attracted to neotenous features extends be on just facial features. It's a massive stretch, but could hold some truth.
