If by that you mean it appears to us to be concious, then nope. This would be like saying that hologram picture is equal to object on picture.
Bu if by simulation you mean that we recreate all thoughts, reactions etc of conciousnees inside simulation, then yes i would say that type of simulation is equal to actual conciousness.
