... or more specifically, are the particular rules and laws and so forth invented or discovered?

The concepts and definitions are invented.
The relationships between them are discovered.

I think you're on to something, I mean the quantization and structure of this reality is way too complex for primate brains to truly grasp so we build a system axiomatically that corresponds to it as closely as the anthropic principle allows.
It is remarkable how close our interpretation is to reality though, despite our inability to fundamentally understand it.
