This is a fully expendable new rocket, due to the high payload. Echostar 23 is about 5.5 tonnes and the excess capacity will likely be used to launch it to higher than a normal GTO, to reduce the propellant cost of the circularization burn, and thereby increase the satellite's lifespan.

This is probably one of the old contracts that SpaceX signed when they didn't have much negotiating power to make margin for reuse.

TEAB is a chemical that burns on contact with air and is used on the Falcon 9 to light the Merlin engines. It burns with a bright green flame. During engine start up the pumps spin up and a small amount of TEAB is flowed into the combustion chamber just ahead of the main kerosene/liquid oxygen flow, thus causing the kerosene to ignite and sustain combustion in the engine.
