birds, fish, reptiles, amphibions, crustaceans, etc
they can all come in bright and wide variety of colors.
mammals on the other hand stick of a orange/brown/tan/white/black pallet. the only bright colors being in their eyes.
Why aren't mammals available in colors like this parrot is?

It's due to our evolutionary history. Mammalians and their ancestors were rat-like creatures which needed to live in hiding from larger predators of that time (dinosaurs and modern birds). You don't need fancy colors underground or in bushes. That's also the reason why mammalian vision sucks (most have only blue and green pigments and poor spatial resolution).

Bright coloration in birds is often due to nutrition. Birds obtain molecules with chromophoric parts from fruits, berries, coloful insects etc. Then they absorb and pack these molecules into their feathers. Flamingos get their red color from shrimps. But yeah, they need enzymatic machinery to process and pack these pigments.
"Metallic" shining colors in animals are achieved by special surface structures or wax/oil layers with different refractive indices. These colors are created by diffraction and interference.

Color is not really a thing. It's just ability to reflect energy. And humans all have blood right underneath their skin, we the 'color' we have is blood color mixed with the color of skin tissue, which is heavily related to blood plasma.
