Chornic fapping is just one instantiation of a more general problem: addiction to dopamine rushes. Other instantiations include eating lots of sugary foods and browsing sites like 4chan and Reddit for hours on end. Basically, if you want to develop more self-control, you should avoid these habits.
I always seem to do better when I stop falling for a while and don't watch porn. I suggest you try it as an experiment and see how you feel. You can always stop.
If you find yourself doing it four times a day because you have too much free time and not any motivation, then it is a signal you should deliberately break this habit and force your bored attentions on more involving and meaningful pursuits.
