In relativity the 4-velocity is always normalized to the speed of light, even if you are not moving in space. Time dilation says that the passage of time (objective time, not proper time) is relative to how fast one is moving through space. That means if one chooses to measure ones one rate of travel through time in a coordinate system that is not comoving, even when the observer remains still in space, the origin of that coordinate system will recede from the observer at the speed of light. However, the normal method is to take a Lorentz frame which is comoving.
