You mean a balloon? I don't think so. I'd imagine at the bottom of the ocean the pressure would collapse the balloon as soon as it formed. This is supposing you could get it too form in the first place.

I guess you just increase the pressure in the balloon until it was stabilised against the pressure outside, but that seems impractical coming from the very bottom of the ocean.

Although technically the lifting for this was done via plane and not gas. The balloon only pulled up a line for the plane to snag.

I thought the pressure would be an issue too, but I believe so long as t pressure inside the cylinder is higher than the pressure outside, it will cause bubbles to escape. If its enough to fill the balloon you should rise if your buoyancy allows it.

As you rise the gas will expand and bubble out the bottom.

Research submarines do this. In case of emergency the entire lower hull can be jettisoned, which allows the upper hull to shoot to the surface.
