Not sure exactly what you're getting at but...
It *is* winter in the northern hemisphere, so there should be ice in the arctic. The ice sheet will shrink come summer, and when it's said "they're shrinking," they mean the extreme expanse in winter doesn't get as large or think, and the summer extents are smaller than other summers.
That and, you're not even seeing the poles. The satellite's too close to the Earth to see that much of the ball.
