Probably because the amount of energy needed to move the crystal can't be used to move anything else without stop the crystal. If you continue reading you'll see that it says the ring will be static anyway, so I guess there's your answer.

I'm beginning to think that some of the people who comment on so-called pop sci articles really just don't have the capacity to understand how they are written. If you know how to read these things you'll understand the basic principles without being a specialised "enter field here" in every field.

It seems to me that the crystal is changing state at a rate or interval that is not being triggered by any outward source, thereby suggesting that there is another temporal structure that the crystal is interacting with and expressing. the article does say that more people will want to take a look at the discovery before anything can be said for sure, but if it is true my personal belief is that this could have really fun and interesting applications for quantum computing and storage and if nothing else it could make a good egg timer to take with you on those flights to Jupiter. a time crystal appears to remain in motion in its resting state, it could be loosely described as spinning or orbiting
