At the time they were in development a hydrogen fuel cell seemed great compared to batteries. They basically had to get the cost down, make it last and figure out a way to store very dense hydrogen without the dangerous pressures. They took too long while batteries did the slow and steady development thing to make hydrogen fuel cells unnecessary.
