Yes, because nuclear waste is incredibly wasteful. We throw out a ton of U235 because it's slightly cheaper to mine new uranium rather than recycle it. Just one of the many ways nuclear power is fucking retarded.

Radiological weapons are more a threat than they are effective. The idea behind weapons is they deal a large amount of damage in a short period of time. The only benefit to a radioactive dispersal event is the "salt the earth" mindset. In order to have chronic radiation damage, you're better off just detonating a nuke.

It's the same reason that most nations don't use biological weapons, they're slow, they don't achieve the objectives of a weapon, and they ultimately just fuck things up on the territory.

You're better off just using chemical, conventional, or nuclear weapons.

I think OP was more looking at heavy water or uranium that's still got a reasonable amount of radioactivity to it. The extent that a DU round will put radiation poisoning out (before they either bleed out) isn't much worse than doing an MRI or living in an area with high radon in the ground.
