Toronto is already green so no worries there, as for the permafrost it's complicated to predict exactly when it will be green. When permafrost does thaw you can count on temperatures increasing rapidly due to the release of methane which is 23 times stronger as a greenhouse gas than CO2. The positive feedback loop this creates means that once it starts to thaw, it'll all finish thawing rapidly.
