fluoride, at the levels it's present in in tap water, is perfectly benign. at worst you get mild dental fluorosis, which is purely cosmetic.

the levels of fluoride exposure in those studies were drastically higher (orders of magnitude) than those resulting from water fluoridation. loads of them were observations of children who literally got their water from downstream of industrial waste drains.
