I'd imagine genetics and general brain matter. Even though the negro is smarter than a slug they still have issues learning basic mathematics.
It may also have to do with their culture. In many African countries their average iq is below 70 or retarded. Even Koko the gorilla had an estimated iq in the 70s.

Because "stupid" refers to things lower than an arbitrary point on an abstract dimension called "intelligence". Also in the case of dogs, we bread them that way. Some dog breeds make me proud of my fellow man. Others... not so much.
