Why don't they just launch a cutting-edge USA spy satellite into a low parking orbit around every body in the solar system? Those things have the resolution to read a newspaper from orbit. They could take some sick-ass pictures of clouds and rocks.
Space is extremely harsh for cameras, especially high tech modern ones. The shielding necessary to protect a modern camera adds enough mass to the mission that it's just not feasible if it's not the primary mission of the craft (and it never is).

In addition, due to Jupiter's intense radiation, the camera is only expected to last until January 11th 2017

Just think about how big Jupiter is, and how much dimension it has. Just focusing the camera alone to take a high quality image of the entire surface is incredibly difficult.
