Yes, maths can be learned, actually anything mechanical can be learned by anyone. There is no reason to think that you need to be smart in order to finish any scientific course.
Most people in my class are dumb as fuck but they spend tons of time with their heads in books just learning to repeat stuff from them or by learning the logic/mechanism behind similar problems presented in tests.
