I am trying to convert the top circuit to a Norton Equivalent, and cant and I am always 100mA out in calculating it. I know Is/c has to be 5A but i can't get closer than 5.1

Input resistance is just 45Ohms
It = Vab/Rab = 220/45 = 4+8/9 Amps

To solve OP's problem I would ignore R4 and R3, convert I1 R2 to a voltage source with 225V in series with 45Ω, then subtract the 5V and get 220V in series with 45+50=95Ω. The resulting minimum equivalent circuit is a single (220/95)=(44/19)A current source in parallel with R1=50Ω. If you want another 45Ω in parallel you have to add (44/19)*(50/45)A to the source current which means you would need (44/9)A.
