What's the fastest speed a rod in space could spin on itself? Would a man standing on said rod perceive any momentum?

Yes, he'd be flung off the rod by centripedal forces. As to how fast a rod can spin, it depends on the material the rod is made of, the size of the rod, whether it's in a vacuum, etc etc etc, but the "hard limit" is presumably some large fraction of c.
