but it literally depends on how fast the flow in and out are. There is literally not enough information to answer. If its literally drops compared to a hole (rate out higher than rate in)
then 3 is first. Its arguable that 4 would ever fill since the height of 3 is capped at the height needed to start filling in 4. But if you take the holes to have infinitesimal size then it works.

If the fill rate is fast enough, then 1 will fill before enough water has flowed through to fill 3.
Otherwise 3 and 4. Most likely 3 first, but it's possible for 4 to fill first: if 3 and 4 are filling equally, then the flow rate into 3 drops just as both are about to become full, the momentum of the water flowing from 3 to 4 could cause 4 to fill first.
