idk what the system is like in Europe but I was under the impression departments look down on people going on to get another phd at another institution

they don't pay your tuition room and board and a stipend only for you to enroll in and represent an entirely different institution after you get your PhD

I remember someone posting a link to his University bio page. I think he was German or Russian? Can't remember but I am almost certain the guy was a professor or at least was doing a post-doc at some University

This guys name is Franz Király. Some German with ukrainian roots in his ending 20's.
Degrees in: CS, Math, Medicine, Physics, Philosophy blah and PhD in several other fields.

Strange. Certain European universities suffer serious academic inbreeding and I can imagine you will find attitudes like that there. Otherwise a second PhD at a second institution just means you took your sabbatical serious.

In one (bad) place I did a post doc few went for a sabbatical simply because they rightly feared their labs and other resources would be taken away from them while away. Avoid those places, at all cost. It really isn't worth it.

It's german norm to include this in the CV.
Atleast that's an optional point we like to set in. Some do it, some don't. Atleast it's nothing out of the ordinary.
