If you can't address the cause or it's genetic, then you could resort to makeup. This is pretty much what foundation is for. You spread it over the skin to give a uniform appearance or color. It should very much cover dark circles.

If makeup isn't your thing, you might try some cocoa butter. This usually (temporarily) diminishes the appearance of scars and circles. Although its effects may be too temporary for practical use.
