You can allocate as much or as little to each project as you want, but you must allocate all of the money. All of the projects must be genuine research efforts - no joke projects like building a cannon to shoot badgers into space or anything like that.

Hell, even if something really cool was created with that money, I wouldn't even be allowed a ride because I can't afford it.
