Yes and no. They are not self aware and don't think in the way that you mean since they do not think critically mostly just assess situations. They do feel and they do think but it's mostly tools for survival unlike us humans.

I believe animals are conscious the same way we are, but consciousness comes in different amounts. So the brain of a fly is like a tiny piece of a human brain, it uses the same process but isn't big enough to handle more than basic thought, so yeah everything it does is pretty much by impulse.
