The ruling elite believed in a select amount of dogmatic philosophical works like Das Kapital and stuff.

It's possible to engineer and build the 'best' bridge according to certain criteria.
What is the 'best' bridge?

Light?, Cheap?, Reliable?

What do people want in their country?
Short term or long term thinking?
Happiness or jobs?
More trees or more industry at expense of local health?
Cheaper healthcare?
Less restrictions on building houses?
Should it be legal to take a shit in the street?

Take notice of ideas what people want.
Keep that in mind while looking to cancel out contradicting stuff.
Everybody wants cheap healthcare, but who's going to pay that?
You can tax the rich to a certain point for this idea, but the rich will than move out of your country> no money!
Build a wall to keep the rich in?
What about freedom?

I think technocracy will, like all things, be possible in some extend. Like democracy.
