If biological entities began interstellar colonization in a neighboring galaxy, what are the chances that we would know? Just because we haven't seen evidence of it doesn't mean it isn't possible, it just suggests that it isn't probable.

consider our own planet. It took about 5 mass extinction events for an "intelligent" species to emerge. If you consider that and just how unlikely it is for life to emerge at all. As well as radiation that might exist on other worlds, lack of oxygen etc we are lucky to have emerged at all. The galaxy is also really really big so there is only so far were we can go before we cant receive signals from each other and only so long before we evolve into something else

Nope. Traveling at relativistic speeds is simply too energy intensive. And forget generational ships. Technology doesn't last that long and no one wants to go on a trip on which he will certainly die before reaching the destinaiton.

I think it will be possible IF we can achieve the following:
