This is impossible. As long as any form of welfare exists, destitute junkies will make use of them. Remove welfare altogether and people everywhere lose their shit and turn the country into Mad Max.
The recourse then is to apply sharp taxation of drugs and derivatives (Bongs, etc.), but that will only stimulate the creation of a sprawling black market. Considering we already have one operating at full strenght and just outside the reach of the law, any ideas that stimulate the black markets is unplausible.
Either do legalize it completely as is or do not, there is hardly a middle ground.

No. The rewards from smuggling to avoid taxes are much smaller than the current black market for drugs. Legalizing would cut down on it massively.

The rewards will drop, yes, but so will the risk, wich will somewhat even it out.
Besides, there is already an existing structure for the illegal drug markets. It's not like dealers will just retire from the trade and become Walmart cashiers when we legalize narcotics. They will just keep doing what they always did, regardless of profit increases or decreases.

People who smuggle usually do so because it is the only job around. It is not a career choice, you know.
At most, if you legalized narcotics the illegal drug trade may sharply shrink (wishful thinking if you hope to tax it highly enough to offset externalities), but it is just too big to fall.
Did you know alcohol contraband is still going strong today? Diminishing profits doesn't make them stop and become law-abiding citizens, either they just choose another criminal sector of operations or they start smuggling even more agressively to turn a profit.

I personally think every drug should be legal. It's overstepping a lot of bounds to tell a people what they can and cannot do with their own bodies. There should be rehabilitation centers for people who do harsher stuff, and no welfare for those in the rehab centers. It would remove power from criminals getting money from drugs, and it would guarantee it's actually the drug you want when you buy drugs. Drug use would go down over time. It only makes it more appealing and mysterious when you're told you can't do something. What goes across a normal persons mind when they're told they can't do it, and there's no major health risk, is "must be pretty god damn fun then".

Diminishing profits does weaken them, he had enough money to buy government officials, and build a fucking huge crime empire. Without the drug trade he would just have been a relatively small time smuggler.

Alcohol although not tested for, but can also remain in the system after its effects have worn off, is seen as acceptable and would not cost you your job provided not under the influence while working.

Its harder, if not impossible afaik to test if someone is under the influence of marijuana in the same way as you can alcohol.

The war on drugs does more damage to lives, incentivises more crime and costs more money to prosecute than would legalizing all drugs and simply prosecuting whatever criminality results from the drug use directly (stealing for drug money, assaults while under the influence ect).

Objectively we would be better off just legalizing all drugs and focusing instead on social pressure to limit actual drug use. Ban on things like advertisements and propagandizing drug use in media (both music and film).

But if we didn't there will still be drug dealers who will sell heroin and meth for really high price and because drug addicts don't have all that money they will eventually steal it or do crime for it, if all drugs were legalized including heroin and meth there would be no drug dealers at all because all drug could be acquired legally and for a small price, so drug addicts don't need to do crime or steal money to get heroin or meth, plus it's not going to be polluted with all the dangerous chemicals drug dealers put in them.

tl;dr illegal drugs imply there will be drug dealers.
